Mevcut Su Depolarının Rehabilitasyonu

İşbu İhale Duyurusu, 28 Şubat 2011 tarihinde EBRD (Avrupa İmar ve Kalkınma Bankası) internet sitesinde (www.ebrd.com) İhale İlanları kısmında yayınlanan Genel İhale İlanı’na uygun olarak yapılmaktadır.

İhale ile ilgili duyuru ayrıca EBRD web sayfasında (www.ebrd.com) 17 Nisan 2012 tarihinde yayınlamıştır. İhale dokümanları 19 Nisan 2012 tarihinden itibaren alınabilecektir.

Bodrum Belediyesi Su ve Kanalizasyon İşletmesi (BOSKİ), bundan böyle “İşveren” olarak adlandırılacak, Avrupa İmar ve Kalkınma Bankası (Banka) tarafından sağlanan kredinin  bir kısmını Mevcut su depoların rehabilitasyon işi kapsamında kullanmayı tasarlamaktadır.

İşveren, kredininbir kısmı ile finansmanı yapılacak olan aşağıda tarif edilen sözleşme için yüklenicileri kapalı zarf usulü teklif vermeye davet etmektedir:

·         Toplam 8,630 m²lık alana sahip mevcut 6 adet su deposunun beton iyileştirmeleri;

·         Söz konusu 6 su deposundaki bütün duvarların, kolonların, tabanın ve tavanın özel su geçirmeyen harç malzemesi ile sıvanması

·         Bütün mevcut kelebek vanaların değiştirilmesi

·         Elektro manyetik debi metre ve veri toplayıcıların (data logger) SCADA’ya hazır şekilde tesisi

·         Kontrol odalarının güvenlik ve estetik açıdan iyileştirilmesi

Banka kredisi ile finansmanı sağlanan işbu ihale, ülke ayrımı olmaksızın tüm ülke firmalarına açıktır.

İhale teklifi verenin, sözleşmeye yeterlik alabilmesi için, asgari olarak aşağıda belirtilen kriterleri sağlaması gerekmektedir:

·         Teklif Sahibi (tek başına, ortak olarak veya alt yüklenici olarak), son 5 yıl içerisinde söz konusu sözleşmeye benzer tür ve kapsamda en az iki projenin yürütülmesinde ana yüklenici olarak başarılı deneyim sahibi olduğunu kanıtlamalıdır;

·         Su depolarının ve beton yapıların rehabilitasyonu için özel deneyim sahibi olmak (tek başına, ortak olarak veya alt yüklenici olarak)

·         Teklif Sahibinin son üç (3) yıl içerisinde ana yüklenici olarak ortalama en az İki milyon AVRO (2,000,000) veya eşdeğeri ciroya sahip olması gerekmektedir (bitirilmiş veya devam eden işlerin tahakkuk kayıtlarına göre belirlenir).

İhale dokümanları, iadesi yapılmayacak 200 AVRO veya konvertibl para eşdeğerinin ödenmesini müteakip aşağıda verilen adresteki ofisten elde edilebilir.

İlgilenen teklif sahipleri200 AVRO dosya ücretinin ödendiğine dair alındı belgesinin kopyasının sunulmasını müteakip, İşveren’den ihale dosyasını alabilirler.

İadesi yapılmayacak olan 200 Avro ödemenin yapıldığının belgelenmesini müteakip, dokümanlar gecikmeksizin posta ile gönderilecektir; fakat kaybolmaları veya geç ulaşmaları durumunda sorumluluk kabul edilmeyecektir. Ayrıca, istenilmesi durumunda, iadesi yapılmayacak olan ödemenin muhtemel teklif sahibi tarafından yapıldığının belgelenmesinden sonra, dokümanlar elektronik kopya olarak gönderilebilecektir. Dokümanların elektronik ve basılı kopyalarında uyuşmazlık olması durumunda, basılı kopya geçerli olacaktır.

İhale öncesi toplantı ve saha gezisi 28 Nisan 2012 Cumartesi günü saat 10.00 ile 16.00 arasında planlamaktadır.

Tüm teklifler, 40.000 AVRO (Kırk Bin Avro) veya konvertibl para eşdeğerinde İhale Teminatı ile beraber verilecektir.

Teklifler, en geç 6 Haziran 2012 Çarşamba günü saat 12.00’ye (Türkiye Yerel Saati) kadar aşağıda verilen adrese ulaştırılmalıdır. Teklifler, aynı gün katılmak isteyen teklif sahiplerinin temsilcileri huzurunda saat 14.00’da açılacaktır.

İhale dosyasını satın alan olası teklif sahiplerinin kaydı, aşağıda belirtilen adreste incelenebilir.

BODRUM WATER PROJECT

REHABILITATION OF EXISTING WATER RESERVOIRS

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 28 February 2011, updated on 16 April 2012.
The Municipality of Bodrum, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Rehabilitation of Existing Water Reservoirs.
The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan:-

· Rehabilitation of the concrete structure of the 6 existing water reservoirs with an area of 8,630 m2
· Application of special waterproof mortar lining of all walls, columns, floor and ceiling of all 6 existing reservoirs
· Replacement of all existing butterfly valves
· Installation of electromagnetic flow meter and data logger, ready for SCADA
· Rehabilitation of the control rooms for safety and appearance

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

· The Tenderer (single tenderer, one JV partner or sub-contractor) shall demonstrate that it has successful experience as a prime contractor in the execution of at least two projects of a nature and complexity comparable to the proposed contract within the last 5 years;
· Specific experience in reservoir and concrete structure rehabilitation (by a single contractor, one JV partner or sub-contractor).
· The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 3 years of not less than EURO 2,000,000 equivalent.

Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of EURO 200 or the equivalent in a convertible currency. Tender documents in hardcopy will be available by 19. April 2012.

Interested tenderers, submitting a copy of the receipt for the bank transfer of EURO 200 to the below-mentioned bank account, can receive the tender dossier from Employer.

Upon receipt of appropriate evidence of payment of the non-refundable fee of EURO 200, the documents will promptly be dispatched by courier; however, no liability can be accepted for their loss or late delivery. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

A pre-tender and site visit is organised for Thursday 28 April 2012, 10:00AM to 16:00PM.

All tenders must be accompanied by a tender security of EURO 40,000 or its equivalent in a convertible currency or a certified bank draft or cheque.

Tenders must be delivered to the office at the address below on or before Wednesday 06 June 2012; 12:00PM, local time. Tender opening will be in the presence of those tenderers’ representatives who choose to attend on the same day at 14:00PM local time.

A register of potential tenderers who have purchased the tender documents may be inspected at the address below.
